Everytime you level up, a certain number of points is added to your maximum PT. The higher your level is, the higher number of points that are added to your maximum PT.

What leveling PT's does for you:

Close Range PT Mastery: Increases Minimum and Maximum Damage output (the increase is about 3-5 more damage). Increases maximum ST a little.

Long Range PT Mastery: Increases Minimum and Maximum Damage output (increases about 1-4 more damage). Increases maximum ST and FP a little.

Racial PT Masterys (Launcher/Driver/Animus):

Launcher PT:Increases Launcher weapons damage output and ability to use higher level Launcher weapons.

Driver PT: Unlocks the ability to purchase more advance MAU parts.

Animus PT: Determines what level of Animus can be used and the level cap you can train it to.

Force PT: Increases Minimum and Maximum Damage output slightly (1-3 more damage). Increases FP gradually. This mastery is unique from all other PT Masteries. FP goes up little by little even if you haven't acquired 100% exp for it's next level.

Shield PT: Increase block rate. You would need this mastery to be over 30 points to see a noticable block rate.

Endurance PT: Increase maximum HP. I wouldn't really call this PT Defense, as it does not increase your defense nor does it reduce damage taken from attacks. It only increases your maximum HP by a fixed amount each level and varies depending on race and class type.

Increasing Close Range, Long Range, Force, Shield PT masteries will allow you to use various higher level equipments. So it is necessary to train them to meet those requirements.
